The divided education system of Bosnia and Herzegovina is one of the most entrenched consequences of the war. Today, 56 schools function according to the “2 schools under 1 roof” even though the FBiH Supreme Court ruled on two occasions that the practice was discriminatory. In addition, predominantly mono-ethnic schools face challenges of their own, including lack of opportunities for interaction with pupils of different ethnic backgrounds which leads to developing prejudices, stereotypes etc.
This situation undermines prospects for reconciliation and often deprives pupils of the chance to develop the skills and knowledge that will enable them to overcome the legacy of the past and become active citizens. The need for changes in the educational system in Bosnia and Herzegovina is recognized by many stakeholders and is increasingly discussed, including in view of the latest PISA results that show that the results achieved by students are under average, especially in critical thinking skills
However, as repeatedly seen from unsuccessful reform efforts, there is no easy solution as multiple perspectives need to be taken into account. As NDC Mostar we are convinced that overcoming current challenges requires an incremental dialogue process with broad participation of diverse stakeholders and the presence of impartial facilitators with accepted credibility and expertise.
Through work on policy dialogue, NDC Mostar aims to foster structural changes that develop the educational system towards internal country integration and contribute to better pedagogical outcomes. NDC Mostar has steadily built its expertise in integrated and peace education and relationships with diverse educational stakeholders (teachers, administrators, officials, parents and communities) and is regularly approached by relevant institutions for advice. Our results show that progressive win-win change is possible, provided that it is rooted in long-term cooperation and an impartial approach. This is why we will engage in policy dialogue in the upcoming period. We will draw on our track record and positioning to foster broad participation and promote multi-faceted approaches to policy dialogue. In this way, NDC Mostar will open up opportunities for meaningful, systemic and long-term improvements that pave the way for structural changes.
Upcoming Activities
In 2021, NDC Mostar will launch a structured policy dialogue process, starting from the publication of a policy analysis. This policy paper is being co-developed with a policy analyst, will address the issue of ethnic-based physical divisions in public schools in Bosnia and Herzegovina and identify possible solutions and make evidence-based recommendations towards the institutionalisation of integrated education practices. This document and its findings will serve to initiate roundtable discussions/focus groups with policy-makers and local stakeholders scheduled in 2021.
These roundtables will create a safe space for policy discussions and facilitate exchange of good practices between partner schools and decision makers. Key achievements of NDC Mostar, but also of other relevant actors, and positive stories will be presented to policy-makers, school administrators and teachers and used as additional evidence of the benefits of integrating Peace and Reconciliation classes into educational institutions.
The process is ultimately expected to involve 20 policy makers at the cantonal and municipal levels and lead to a national conference, which will focus on identifying concrete first steps towards a greater institutionalization of integrated education.
